Constitution

By-Laws

Article I. Name
This group shall be officially known as the Academic Libraries of Brooklyn.

Article II. Purpose
The combined libraries propose:

  1. to engage in various cooperative studies and undertakings which will improve the sum-total of library services and resources available to faculty and students of the member institutions and

  2. to permit scholarly access to library holdings which complement and reinforce rather than duplicate collections available in the scholar's own library.

Article III. Members
In addition to the charter members listed at the end of this document, any academic library whether public or private in the Brooklyn area, may become a member upon compliance with provisions stated in the by-laws.

Article IV. Officers
The elected officers of this group shall consist of a president, vice-president, secretary and treasurer who together shall constitute the executive board. The term of each office shall be for two years. The vice-president shall automatically become president at the end of the second year or in the event of a vacancy in the presidency. Special elections shall be held to replace other officers.

Article V. Meetings
The frequency, time and place of meetings shall be left to the discretion of the executive board. Notice of meetings shall normally be sent to members at least two weeks prior to the meeting.

Article VI. Amendments
Both the constitution and attached by-laws may be amended at any regular meeting by a two-thirds vote of the membership. All proposed amendments shall be submitted in writing to the executive board at least one month in advance of the meeting at which the amendment is to be discussed. A copy of the proposed amendment should be sent to each member at least two weeks in advance of the meeting.


Article I. Dues
Section I. The fiscal year shall commence on the first day of July in each year and end on the 30th day of June in the succeeding year. Section II. The annual dues shall be determined at the first meeting of each year.

Article II. Meetings
Section I. The meetings shall be held on such days as may be designated by the executive board. There shall be a minimum of two meetings per year. The May meeting shall be designated as the meeting for elections.

Article III. Nomination of Officers
Section I. A nominating committee of three members shall be appointed by the president. It shall be the function of the nominating committee to prepare a slate of qualified candidates for the various offices. Section II. The nominating committee shall on or before May 1st of each second year report to the secretary the names of persons selected by the committee for officers to be voted upon at the next meeting of ALB. The secretary shall send out a slate two weeks in advance of the election meeting. Further nominations may be made from the floor at the May meeting.

Article IV. Voting
Section I. Each member institution is entitled to one vote. A record of votes and representatives of institutions shall be kept on file by the secretary. Only the chief library administrator or the official representative is entitled to vote. Section II. a majority of votes cast constitute an election. For amendments to constitution or by-laws, a two-thirds vote of the total membership shall be required.
